A manifesto is a publication issued by a political party before a General Election. It contains the set of policies that the party stands for and would wish to implement if elected to govern.
Background
Kenya has increased its bitumen road network 13-fold from 1,790 kilometres at independence in 1963 to 21,826 kilometres in 2021, of which 11,000 kilometres have been constructed over the last 10 years. While this infrastructure development frenzy has resulted in a 47-fold spike in registered motor vehicles from 93,000 in 1963 to 4.4 million by 2021, the total national greenhouse gas (GHG) emissions increased from 2.9 MtCO2e in 1990 to 16.3 MtCO2e in 2015. The transport sector contributes 8% to the Gross Domestic Product and its GHG emissions in 2015 amounted to 11.25 MtCO2e, of which 97.5% was emitted by the road sector.
